In accordance with Ordinance No. 03/2026, which permanently instituted the “IBDMAR Thesis and Dissertation Award”, the Brazilian Institute of Sea Law (IBDMAR) makes public the Notice of the Thesis and Dissertation Competition in Sea Law – IBDMAR Thesis and Dissertation Award 2026.

The event aims to encourage scientific production of excellence, promote the dissemination of knowledge and recognize relevant research for the development of the Law of the Sea in Brazil.
Two Categories:
The contest will be organized into two autonomous categories:
- Doctorate Thesis – intended for works presented, defended and approved in a doctoral course;
- Master’s Degree Thesis – intended for works presented, defended and approved in a master’s course.
Papers from national in the strict sense graduate programs, academic or professional, recognized by the Ministry of Education, will be admitted.
Eligibility and free enrollment
Theses and dissertations defended in the year 2025 may compete, whose object is related to the Law of the Sea, Maritime Law or related areas, covering legal, institutional, regulatory, procedural, economic, social, environmental or humanitarian dimensions. The works cannot have been published commercially.
Registrations are completely free and must be made exclusively through an electronic form available on the IBDMAR website, until 11:59 PM on July 19, 2026. Upon registration, it is necessary to send a full copy of the work, proof of defense and approval, and executive summary in PDF format.
The application can be made by the author himself or by the graduate program to which the work is linked, through the application form: CLOSED

Assessment criteria
The works will be evaluated by a Judging Committee appointed by the Presidency of IBDMAR, composed of specialists of recognized academic or professional performance, and may include foreign evaluators. The following criteria will be considered:
- originality and innovation of the theme;
- scientific relevance and impact for the Law of the Sea;
- methodological rigour
- contribution to public policies, maritime governance, defense of national sovereignty, protection of human dignity or conservation of the marine environment;
- quality of the writing and structure of the work;
- potential for internationalization and interdisciplinary dialogue.

For rewards
The IBDMAR Thesis and Dissertation Award will be awarded to the best doctoral thesis and the best master’s dissertation, covering:
- certified to the author of the best thesis and the best dissertation;
- certified to the respective graduate program, with identification of the advisor;
- institutional disclosure of the awarded works;
- eventual publication of the work, in whole or in part, by IBDMAR’s partner publisher;
- other forms of institutional recognition.
Honorable mentions may be awarded to outstanding works.
Timelines
- Submission of registrations: until 07/19/2026
- Confirmation of deferred registrations: until 07/23/2026
- Evaluation by the Jury: 07/24/2026 to 09/24/2026
- Publication of results: 09/30/2026
- Award Ceremony 11/10/2026, during the X IBDMAR Congress, in Florianópolis.
